If you’re a fan of Philly cheesesteaks but not the carbs that come with the bread, you are going to love these Cheesesteak Roll-Ups. Tender ground beef, sautéed peppers and onions, and gooey melted cheese all come together in golden, crispy mozzarella shells. They taste indulgent, but they’re completely low-carb and keto-friendly.
What I love most is how easy they are — no complicated steps, no long prep, just a skillet and a baking sheet. Pair them with a fresh keto cauliflower “potato” salad (recipe coming soon 👀) and you’ve got a full comfort-food dinner that everyone will enjoy. Even non-keto eaters will devour these — they don’t feel like a “diet” recipe at all.
Why You'll Love It
All the flavor of a Philly cheesesteak without the carbs
Quick & easy — ready in just 35 minutes
Family-friendly even for non-keto eaters
Customizable with your favorite cheeses or fillings
Ingredients & Substitutions
Here’s everything you’ll need to make these cheesy, low-carb roll-ups, plus some simple swaps if you want to customize them:
Olive oil – avocado oil, ghee, or butter all work for sautéing.
Green bell pepper – swap for red, yellow, or orange peppers for sweetness. Leave out entirely to reduce carbs.
Onion – adds flavor, but you can use shallots, green onions, or skip if you’re avoiding.
Ground beef – ground chicken, turkey, or even thin-sliced steak strips will work too.
Spices & seasonings – garlic powder, smoked paprika, onion powder, plus salt and pepper to taste. You can also add chili powder or cayenne for extra kick.
Cheese – mozzarella is best for the “shells,” but provolone, Monterey Jack, cheddar, or Swiss can all work.
Fresh herbs – parsley is classic, but basil, thyme, or oregano add a different finish.
How to Make It
Prep the Oven
Preheat to 375°F (190°C) and line a baking sheet with parchment paper.
Cook the Veggies
In a skillet, heat olive oil over medium heat. Add bell pepper and onion, cooking 5–6 minutes until softened.
Brown the Beef
Add ground beef to the skillet and cook until no pink remains, breaking it apart with a spoon. Drain any excess grease.
Season It Up
Stir in garlic powder, smoked paprika, onion powder, salt, and pepper. Remove from heat.
Make the Cheese Shells
Shape mozzarella into rectangles on the baking sheet. Bake 5–7 minutes until melted and golden at the edges.
Fill & Roll
Let the cheese cool for 1–2 minutes until pliable. Spoon beef mixture onto each rectangle, then roll them up.
Finish With Cheese
Sprinkle with provolone or Monterey Jack and broil for 1–2 minutes, if desired, until extra melty.
Serve and Enjoy
Garnish with fresh parsley and enjoy warm.
Reheating & Storage
Fridge: Store roll-ups in an airtight container for up to 3–4 days.
Reheat: Warm in the oven at 350°F (175°C) for 8–10 minutes until heated through. This keeps the cheese shells crispy.
Microwave: Quick option, but the cheese will soften instead of staying crisp.
